When I first started my business, I identified an industry who is my potential customer. The fastest way to get connected is to attend their association event such as their industry dinner. I have no money, and no connection. Here is what I did. Through social media, I know about their event location and time. I slipped in early for cocktail event. During their event, I would go around and nod with anyone who have eye contact with me. I have small talks with them about the weather and traffic jams. Just before rounding up the conversation, we would exchange name cards. A trick that I always use is pointing at someone whom I think is important and ask about that person's details. Sometimes the person that I was talking to would know, sometimes they don't. If I am lucky, I would even get an introduction.
