The people behind these conversions are not clever or smart. They don't need to, because they have the luxury of trial and error. They can produce 100 new messages a day, they can test at small scale on the social networks and get a socio-demographic breakdown of how each did spread, then they just need to infuse the best performing messages towards the beat performing audience. There is no need for comms gurus when one can buy a lower-return lower-risk result for cheaper. Why should one pay premium for not so reliable comms gurus when the desired outcome can be obtained by how much more money can be put on the table? Who needs actual ideas when voters don't want to think? Ideas have no value. The value is in where the hands stand on the gauges. That is today's currency.
