As usual, the source code repository is also live, licensed with the open-source MIT license. In addition, I've posted high-resolution scans of the original folio manual and feelies. I wouldn't say The Witness is unfairly disregarded. It's Infocom's second mystery game, a followup to Deadline. Deadline was groundbreaking interactive narrative; it presented a huge New England mansion and a cast of dynamic characters with their own plans and schedules. (Until you, the detective, barge in to upend them.) The Witness was... more of the same, except with fewer characters, a smaller house, and a shallower mystery to solve. The Witness is mostly remembered in the IF community for three things: First, it's the Infocom game which can be solved in the fewest commands.
