This is 100% true here in the UK, as well. £330m paid to the company-who-shall-not-be-named for the NHS' FDP - which should have been part of a huge open source initiative, with the same benefits; innovation, collaboration, etc. FDP is even worse because NHS England's own FAQ only mentions migration of data and services to another provider at contract end.
