Great Britain (and other Western countries) don’t have enough affordable third places. Inflation and austerity. From young people left with nowhere to hang out after youth centre closures to adults unable to afford beer. People find it hard to hang out with friends. Young people are stuck hanging out in groups in public outdoor spaces. Allowing hooligans to encourage them to commit anti-social behaviour. Meaning undesirable people can drag well-behaved teenagers into crime without youth work...
