This police officer stands where Main Street intersects the Monon rail trail, clearly making a “slow down” motion. I’ve braked for him more than once. That’s intentional on Carmel’s part — you catch him out of the corner of your eye, your subconscious reads what he’s doing, your foot goes to the brake pedal.
