I was close to switching this off after the first hour, during which I thought "I don't think I need a film about people in the US arguing over Covid policy and BLM stuff". It picks up speed after this, and you think "now here's what it's about", but then to be disappointed - because: no, it's not (and this happens multiple times). Nothing ever seems to really matter. Except - seemingly - the opening of that data centre, which is the second to last scene. But then, the film's too long IMHO. I don't know. But, yeah, it looks great and has fabulous acting.
